Fortunately, E.W Homes checks the approval pathway early, so your Parramatta renovation starts on the right footing. Depending on the work, this may involve exempt development, a DA, Complying Development Certificate (CDC) or Construction Certificate (CC), with relevant consultants coordinated as required.

Home Renovation Process & Timeline

Throughout the renovation, E.W Homes coordinates the different trades and stages of work so you do not need to manage every contractor separately. By organising that, a typical renovation process may include:

one

Consultation and Site Assessment

We discuss your renovation goals, inspect the property and identify the main project requirements.

two

Design & Planning

The layout, renovation scope, materials and construction requirements are developed.

three

Approvals & Pre-Construction

Any required documentation, approvals and final selections are organised before work begins.

four

Construction & Coordination

Our team manages the building work, trades and key stages of the renovation.

five

Completion & Handover

Final works are reviewed and completed before the renovated areas are handed back to you.

Apartment Renovation in Parramatta

Apartment Renovations in Parramatta are fundamentally different to renvating a freestanding home. In Parramatta, E.W Homes first considers the apartment’s existing conditions, strata requirements, available space, building access, as well as your needs and requirements.

Room by Room Renovation

Most apartment renovations do not need to change every room at once. Instead, homeowners often achieve the greatest improvement by focusing first on spaces that are dated, heavily used or no longer suit their lifestyle. Popular areas to renovate include:

Kitchen

Custom duplex design and construction tailored to your block, budget and long-term goals.

Bathroom

Complete new home building services from planning and design through to final handover.

Laundry

Making better use of compact spaces through integrated cabinetry, additional storage and practical appliance placement.

Balcony

Interior and exterior renovations that improve the comfort, style and value of your property.

Flooring, Walls & Interior Finishes

Flooring, walls and finishes can transform an apartment without necessarily changing its entire layout. Therefore, we consider not only appearance but also durability, maintenance, acoustics and how each material will perform within an apartment environment. For example, replacing carpet with timber, tiles or other hard flooring generally requires strata approval in NSW, and the owners corporation may require an acoustic certificate demonstrating suitable sound insulation. Selections may include:

Apartment Renovation Planning & Feasibility

In NSW, cosmetic work such as interior painting may not require strata approval. However, kitchen renovations, hard flooring, certain wall changes and electrical alterations can fall within minor renovations, while structural work, waterproofing and many bathroom renovations are treated as major renovations. A practical early-stage assessment generally involves:
one

Understanding Your Goals

Identify the rooms, problems and priorities you want the renovation to address.

two

Inspecting the Apartment

Review the existing layout, services and building conditions.

three

Checking Strata Requirements

Review applicable by-laws and determine what approvals or documents may be required.

four

Confirming Planning Requirements

Determine whether the proposed works are exempt, complying development or require another approval pathway. City of Parramatta notes that some minor internal works may be exempt, while certain internal alterations may qualify as complying development.

five

Defining the Scope

Finalise the proposed layout, materials and work required before moving towards construction.

Duplex Construction in Parramatta

With a rise in popularity, homeowners and property investors can make better use of suitable residential land while creating two independent homes. However, before construction begins, the most important question is whether the Parramatta property can support the proposed development. E.W Homes can assess site feasibility, planning constraints and development options before moving through design, approvals, demolition, construction and handover.

Is Your Parramatta Property Suitable for a Duplex?

Not every block that appears large enough will necessarily be suitable for duplex construction. As a starting point, City of Parramatta states that the usual minimum requirements for dual occupancy development are 600 m² of site area and 15 metres of frontage to a public road. However, different standards may apply when a property falls within a designated NSW Low and Mid-Rise Housing area.

Therefore, our initial feasibility assessment considers matters such as:

For Parramatta homeowners

this early investigation is particularly important because development potential can vary considerably from one property to another, even within the same suburb. The Parramatta LEP controls zoning, height, floor-space ratio, heritage and other development matters, while current property-specific information can be checked through NSW planning mapping.

Vacant Land or Knockdown Rebuild?

There are generally two starting points for a duplex project: constructing on an empty block or demolishing an existing home and rebuilding.

Building a Duplex on Vacant Land

An empty block can provide greater design freedom because there is no existing dwelling that needs to be incorporated into the project. Nevertheless, the land still needs to be assessed carefully before determining the size and configuration of two proposed homes. For example, we consider:

Attached or Detached Duplex?

A dual occupancy consists of two dwellings on one lot and can generally be either attached or detached. City of Parramatta identifies the attached configuration as the most common form, commonly referred to as a duplex. The right arrangement will depend heavily on the property.

Attached Duplexes

Attached Duplexes generally place the homes beside one another with a shared dividing wall. This arrangement can work well where frontage allows both residences to achieve a clear street presence, individual entry and practical vehicle access.

Detached dual occupancies

Detached dual occupancies, meanwhile, place the two dwellings separately on the same property. Whether this configuration is achievable depends on the applicable planning controls and characteristics of the site.

Parramatta Duplex Approvals & Planning Requirements

Dual occupancies are now permitted with consent in R2 zones across NSW, subject to exclusions and applicable development standards. Within much of the Parramatta LGA, Council identifies a minimum site area of 600 m² and frontage of 15 metres. However, qualifying properties within designated Low and Mid-Rise Housing areas can be subject to NSW non-discretionary standards of 450 m² minimum lot area and 12 metres minimum lot width. In these Low and Mid-Rise Housing areas, current NSW standards also identify:

Attached Duplexes

Attached Duplexes generally place the homes beside one another with a shared dividing wall. This arrangement can work well where frontage allows both residences to achieve a clear street presence, individual entry and practical vehicle access.

These standards apply only to qualifying Low and Mid-Rise Housing areas, not every Parramatta property. Depending on the site and design, approval may proceed through a DA or complying development. E.W Homes identifies the suitable pathway early, before detailed design begins.

How E.W Homes Manages Your Duplex Project From Start to Finish

A duplex involves more than constructing two houses. Planning, design, engineering, approvals, demolition and construction all need to work together. Therefore, E.W Homes approaches the project as one coordinated development. Our duplex process can be summarised in four stages:
one

Property Feasibility & Initial Planning

We begin with your property details, project goals and intended use, then assess the site’s duplex potential, key constraints and suitable development pathway.

two

Design, Documentation & Approvals

We develop the duplex layout around the site, budget and your requirements while coordinating the necessary consultants, engineering, documentation and approvals.

three

Demolition, Site Preparation & Construction

For knockdown rebuilds, we coordinate the required demolition and site preparation before progressing through the main construction stages and managing the relevant trades.

four

Completion & Handover

Once construction and required inspections are complete, we finalise the homes, complete outstanding works and prepare the project for handover.

Nearby Suburbs We Service

E.W Homes assists homeowners all across New South Wales. Sydney home or property owners for the past decade have relied on E.W Homes, particularly across Western Sydney Subrubs such as Parramatta.

FAQ

How can I check whether a home builder in Parramatta is properly licensed?
Before engaging a builder, homeowners should verify that the contractor holds the appropriate NSW licence for the proposed work. In NSW, a contractor licence is required for residential building work valued at more than $5,000 including labour and materials, while specialist trades have additional licensing requirements. Builder and contractor licences can be checked through the NSW Government’s Verify NSW service.
For most residential building or renovation projects valued above $20,000 including GST, the principal contractor must obtain Home Building Compensation cover before taking a deposit or commencing work. This provides an important level of protection if the builder cannot complete the project or rectify covered defects because of circumstances such as insolvency, disappearance or certain licence suspensions.
For larger residential projects above $20,000, NSW requirements call for a detailed written contract covering matters such as the scope of work, plans and specifications, contract price, applicable warranties and progress-payment arrangements. Before signing, it is important to ensure that what you expect to receive is clearly documented rather than relying on verbal discussions.
Changes can sometimes be accommodated after construction begins; however, they may affect both the project cost and completion time. In NSW, contract variations generally need to be documented in writing and signed by both the homeowner and contractor, with the cost implications identified. Therefore, making major selections and design decisions early can help minimise unnecessary variations later.
Asbestos can be present in older Sydney homes, particularly buildings constructed or renovated before 1990. If suspected materials are uncovered, work in the affected area should be appropriately assessed before they are disturbed. NSW requires a licensed asbestos removalist for any friable asbestos removal and for more than 10 m² of non-friable asbestos removal.
Residential building work in NSW is subject to statutory warranties under the Home Building Act. The statutory warranty period is generally six years for a breach resulting in a major defect and two years for other defects. These protections are separate from any additional warranties or commitments that may be included in an individual building contract.
